Overview


GovernmentCIO is seeking a Project Manager / Coordinator for the Health Program Management Office (HPMO) program within the Department of Veterans Affairs (VA) Office of Information Technology (OIT), Supply Chain Management Product Line (SCMPL), Defense Medical Logistics Standard Support (DMLSS) program. This individual will be responsible for supporting the Enterprise Supply Chain Management (eSCM) Point of Use (POU) Family of Systems (POU) national standardization effort. DMLSS is the Department of Defense (DoD) supply chain and logistics management software and has been identified by VA as its target system for supply chain modernization; LogiCole is the future next-generation technology version. These deployments are conducted in partnership by the OIT’s eSCM PMO, the Veterans Health Administration (VHA) VA Logistics Redesign (VALOR) Program Office, and the Department of Defense. Other entities, such as the Office of Electronic Health Record Modernization (OEHRM) and the Financial Business Modernization Transformation (FMBT) program, are also integral to the success of the DMLSS initiative. DMLS/LogiCole will be deployed to every VAMC and will replace legacy systems which will eventually be decommissioned. POU cabinets are supplemental systems that support inventory management throughout the VA Medical Center (VAMC) closely located nearby clinician stations and will interface with DMLSS/LogiCole.

This position resides in a highly technical environment. Candidates must be comfortable working with technical terms and concepts and able to quickly become conversant in the POU program.

Responsibilities

  • The Project Coordinator will be responsible for supporting programs goals, resource planning, monitoring, and reporting progress, providing oversite of contractors as well as providing complete oversight of program milestones to ensure contractor team is meeting those goals, and monitor risk as required.
  • The Project Coordinator will be responsible in sharing pertinent information with the eSCM DMLSS /LogiCole team and other stakeholders as required.
  • The Project Coordinator will liaise with the VALOR Team, VHA, VISN/VAMC Representatives, team technical SMEs, ITOPS, OEHRM, FMBT, FSC, DHA, JMLFDC, and any other internal or external stakeholders as required.
  • Work with project leads to create strategies to improve ongoing activities as needed.
  • Manage the POU schedule using MS Project and provide inputs to the DMLSS/LogiCole Integrated Master Schedule (IMS).
  • Scheduling calendar meeting invitations and managing calendar for the Program Management team, including recurring meetings, such as Weekly Status Meetings and Daily IPT/APT meetings, and ad-hoc meetings.
  • Maintain databases and electronic filing systems including MS Teams, Max.gov, SharePoint and Excel documents.
  • Leveraging excellent presentation development skills to synthesize complex information into succinct visualizations using PowerPoint and work with graphics designers to develop advanced visualizations.
  • Managing the customer relationship and providing technical direction and leadership.
  • Managing all aspects of the development and implementation of assigned projects, providing a single point of contact for those projects.
  • Identifying and mitigating risks to the program.
  • Specifying systems requirements and insuring that completed systems meet requirements.
  • Managing to cost, schedule, and performance for the engineering workstream.
  • Defining and implementing project metrics for scope, schedule, cost, and quality.
  • Developing detailed work plans, schedules, project estimates, resource plans, and status reports.
  • Effectively leading technical professionals and a cross-functional team.
  • Ensuring execution of quality deliverables within established schedules.
  • Collaborating with teams across the customer organization to improve processes, results, and customer experience.
  • Ensuring the organization and processes remain aligned with customer policies and external directives.

Qualifications

  • IT Project Expertise - The successful candidate will have a combination of IT project experience, both large and small, and must be well-versed in the full systems development life cycle, COTS/GOTS integration, strategic information planning, business process reengineering, cloud services, risk management, testing, scheduling and financial management practices.
  • Analytical Thinking – Knowledge of techniques and tools that promote effective analysis and the ability to determine the root cause of organizational problems and create alternative solutions that resolve the problems in the best interest of the business.
  • Effective Communications – Understanding of effective communication concepts, tools and techniques; ability to effectively transmit, receive, and accurately interpret ideas, information, and needs through the application of appropriate communication behaviors; ability to effectively write/technical writing; and ability to translate technical approaches and methodologies.
  • Effectiveness Measurement – Ability to measure the quality and quantity of work effort for the purpose of improvement.
  • Industry Knowledge – Knowledge of the organization's industry group, trends, directions, major issues, regulatory considerations, and trendsetters and ability to apply this knowledge appropriately to diverse situations.
  • PMBOK Standards, Procedures & Policies – Knowledge of and the ability to utilize a variety of project management skill sets and technical knowledge to manage organizational IT policies, standards, and procedures.
  • Planning: Tactical, Strategic – Ability to contribute to operational (short term), tactical (1-2 years) and strategic (3-5 years) planning in support of the overall business plan.
  • Problem Solving – Knowledge of approaches, tools, techniques for recognizing, anticipating, and resolving organizational, operational or process problems; ability to apply this knowledge appropriately to diverse situations.
  • Tools - Able to use project management tools such as JIRA, MS Project, MS Teams, SharePoint, and capacity models.

Education and Work Experience Requirements

  • Bachelor’s degree in engineering, or a related scientific or technical discipline is required with a minimum of ten (10) years of project management experience.
  • An additional eight (8) years of related experience may be substituted for the degree requirement.

Additional Requirements

  • Must be able to pass a VA background investigation.
  • Previous Department of Veterans Affairs experience preferred.
