The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. UNV works with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism. UNV is active in around 130 countries every year. With field presences in over 80 countries, UNV is represented worldwide. UNV is administered by the United Nations Development Programme (UNDP). UNV is headquartered in Bonn, Germany, with a field presence through 6 regional offices and 50+ field units.

UNV in partnership with other UN Entities (UNICEF, UNFPA, UNDP) supports the establishment of national schemes to promote national volunteerism. For example in Jordan, Iraq, Lebanon and Egypt UNV will support the implementation of the UNICEF National Youth Volunteer Platforms aiming at: 1) promoting a culture of volunteerism; 2) instill a generation of young people with the skills and opportunities required to realize their full potential, positively engage in their communities, and become partners for innovative change to create systemic impact; and 3) support national Volunteers who are actively engaged in the platforms in developing a professional career path and scale up their skills and competencies. As part of the mentioned partnership, UNV is relied upon to contribute to developing Capacity building and skills development for youth volunteers, especially in areas related to instilling the concept of volunteerism and equipping youth with soft skills necessary to enhance their experience during their assignment. It is expected that besides the youth volunteers from programs established with partners the training would also benefit National Youth UN Volunteers in relevant countries.

The UNV Regional Offices (RO) provide oversight and strategic guidance to the UNV Field Units in their respective geographical assignments and are mainly accountable for the placement of UN Volunteers mobilized for UN Agencies, Funds, and Programmes focused on peace, development and humanitarian needs. Furthermore, the Regional Offices represent, and strategically position, UNV and bring UNV’s services and solutions closer to its partners from governments, UN entities, civil society and private sector. The Regional Offices also lead in scoping and delivering UNV’s advisory service offer on volunteer infrastructure.

At UNV Headquarter level, the Capacity Development team, as part of the Human Resources Section (HRS), leads the design and delivery of all learning activities for UN Volunteers serving with UN agencies globally.

UNV will provide youth volunteers an access to several Learning Programmes and Services which include package of trainings on Volunteerism, code of conduct, Values and Ethics and soft skills trainings (intercultural communication, conflict mediation, career development). Workshops and learning programmes are delivered onsite and/ or virtually to National youth volunteers in Arab region. Depending on business priorities, learning programmes in support of strategic initiatives or UN partners might be delivered as well. It is expected that the training would be delivered either by UNV Field Unit in the country, or serving UN Volunteers, or Online Volunteers or partner agencies.

It will therefore be important that the training package (instructor guide, handout, guidelines, master powertpoint) be as comprehensive as possible.

Duties and Responsibilities

The assigned consultant will work remotely (home-based) reporting to the Portfolio Manager at UN Regional Office for Arab States.

The consultant will contribute to the work of the UNV Programme in the Arab States region by supporting the design of learning programmes for National youth volunteers. Including 2 components: 1) virtual learning programmes; and/ or 2) onsite learning programmes; depending on evolution of COVID-19 pandemic in 2021. The consultant will be briefed on the National youth volunteering initiatives in the Arab region countries.

The consultant main tasks include the following:

  • Set specific learning objectives for the targeted groups, with considering a specific context or knowledge domain for participated countries by consulting with UNV internally but also partners from the region (contacts will be provided by the Regional Office in Amman);

  • Support the design of learning programmes by drafting a full Trainer guide;

    Develop the learning methodologies for both onsite and online delivery, along with the conditions under which it occurs, and the activities performed by the trainers and participant volunteers in order to best achieve the required learning objectives

  • Communicate with participants, and collaborate with external trainers and vendors;

  • Develop the workshop materials, handouts, master power point

Virtual training on Code of conduct, values and Ethics (volunteers understanding of their responsibility to act with honesty and integrity, inside and outside the workplace and throughout their professional experience)

Required Skills and Experience

Academic Qualification

  • University bachelor’s degree in education, Human Resources, Social Sciences, or other relevant areas.

Work experience:

  • Minimum 5 years work experience in designing, planning, coordinating and/or delivery capacity development initiatives, projects or training for international audiences.

  • Demonstrated experience in working in development or humanitarian environments such as with the United Nations, International organizations, NGOs or similar entities and /or in the area of volunteerism
  • Prior experience in using virtual collaboration tools;

Language Requirements:

  • Fluency in written and spoken English is a requirement. Fluency in Arabic is desirable.


  • The individual is required to exhibit his or her full-time commitment with UNV regional office (UNVROAS)

  • S/He shall perform tasks under the overall guidance and direct supervision of the Portfolio Manager for UNV Regional Office Arab States.

  • The supervision will include approvals/acceptance of the outputs and deliverables as identified in the previous section;

  • The individual is expected to liaise and collaborate in the course of performing the work with other consultants, suppliers and UN colleagues;

  • The individual is required to provide periodical bi-weekly progress reports and when requested on any period of time throughout the assignment to monitor progress;
