Description:

The Delphi Developer develops and maintains front-end and back-end applications of the Department of Veterans Affairs (VA). This position is performed remotely.

  • Follows VIP OI&T Delivery framework and overarching VA guidance (One-VA Technical Reference Model (TRM)
  • May utilize either a Government Furnished Equipment (GFE) and Virtual Private Network (VPN) or Citrix Access Gateway (CAG)
  • Participates as a member of development support team
  • Designs solutions
  • Contributes to design activities
  • Develops code independently
  • Participates in code reviews and may lead code reviews
  • Leads and provides mentoring and guidance to less senior developers
  • Provides time / resource estimates for assigned tasks or projects
  • Mentors other team members
  • Assists technical writers in obtaining technical information needed for competency development, past performance, and proposals
  • Analyzes technical issues
  • Collaborates with other internal and external groups
  • Provides and reviews needed documentation changes
  • Participates in SCRUM meetings
  • Leads and/or participates in demonstration meetings involving Business Owners
  • Participates in Information Exchange Package Documentation (IEPD) meetings
  • Makes modifications to software logic, database schemas, and metadata in accordance with established VA policies and procedures, as necessary, to remediate software defects
  • Supports updates to Defect Management Plan, Monthly Code Plans, Monthly Summary Defect Reports, Annual Summary Defect Reports, Product Sustainment Reports
  • Assesses, remediates, escalates, and completes trouble tickets within established performance targets
. Requirements:

Minimum/General Experience: 5 years of experience as a Delphi Developer; 5 years of experience debugging and correcting errors in computer programs

Minimum Education: Bachelors’ Degree in Computer Science, Electronics Engineering or other engineering or technical discipline; or additional 8 years of relevant experience

Essential Skills/Qualifications:

  • Expert experience with service orientation concepts and enabling technologies
  • Expert experience with software development and implementation
  • Expert software development skills; including design, development, testing, deployment and support
  • Expert experience in analyzing customer needs
  • Expert ability to apply consistent quality and security standards
  • Expert experience developing overall concepts and design objectives
  • Expert ability to create software in a variety of programming and for a variety of Information Technology (IT) software applications
  • Above average experience debugging and correcting errors in computer systems
  • Above average experience using Agile methodologies
  • Above average experience developing using Delphi
  • Experience on one or more full release project life cycles
  • Experience with VA VistA and related tools preferred
  • Experience writing code using languages such as (and not limited to) COBOL, PL/1, Java, C, C++, C#, VB.Net, Delphi
  • Experience using software development version control (e.g., GitHub)
  • Excellent experience using an Integrated Development Environment (e.g., Eclipse, Visual Studio)
  • Experience using issue tracking product Jira
  • Experience with XML and Information Exchange Package Documentation (IEPD)
  • Experience using IntelliJ IDEA
  • Strong understanding of modern software design and development methodologies (e.g., Agile, OO)
  • Strong understanding of modern SCM (software configuration management)
  • Ability to work with Web-development tools for new applications
  • Good verbal and written communication skills
  • Ability to work effectively in a team and with clients
