TriTech Enterprise Systems, is looking for “BI Developers” to support the Internal Revenue Service (IRS)/IBM contract. This candidate will administer the various tax provisions included in the Patient Protection and Affordable Care Act (PPACA), many of which either add to or amend the tax code, and several that require the IRS to build new tax administration processes that do not currently exist. The IRS Affordable Care Act (ACA) Coverage Data Repository (CDR) and Information Returns Database (IRDB) project will create a data repository to serve as the backbone for more than 16 other ACA projects. This will include acting as the operational database for ACA projects; storing data from ACA projects; and making data available to IRS systems, Health and Human Services (HHS) and other external organizations.

Responsibilities:

As a BI Developer, this individual work on a large federal program which has three components: database, ETL, and API. This individual will be responsible for developing ETL application using Informatica for high volume data. This position requires demonstrated experience using the Informatica Suite of tools including Power Center, B2B, and Power in an Agile/Scrum environment. This position will develop Extract, Transformation and Loading (ETL) procedures for implementing data integration and data loading tasks in support of CDR/IRDB Data Repository from IRS and non-IRS data sources. The Database environment for the project is Oracle and for the data sources, it will vary depending upon the data source (XML, flat file, Relational Databases). Prior experience with SQL on Oracle databases will be required. The candidate will have an understanding of Agile software development practices, delivering deployable software in short sprints. This candidate will work in close collaboration with software developers/engineers, stakeholders, and end users within Agile processes to support the design of reporting receipt and processing of high-volume Affordable Care Act data in alignment with existing IRS security, reliability, performance and capacity requirements.

Primary Duties:

  • Conduct Data Analysis as needed on the ACA system data for storage, retrieval and use by downstream systems
  • Develop Extract, Transformation and Loading (ETL) procedures for implementing data integration and data loading tasks in support of CDR Data Repository from IRS and non-IRS data sources
  • Deliver ACA centric information by utilizing standard IRS Enterprise products, SAP’s Infoview for Business Objects for reporting and TABLEAU for data analytics.


Required skills/Level of Experience :

  • Prior IRS ACA experience required – 5 years
  • Demonstrated experience in designing ETL processes using Informatica for high-volume, complex data environments in an Agile environment– 2 years
  • Strong experience in the design and development of mappings, transformations, sessions and workflows in PowerCenter – 2 years
  • Strong experience in SQL in the Oracle environment – 3 years
  • Data warehouse data modeling experience – 5 years
  • Demonstrated experience with SAP Business Objects – 5 years
  • Proficient with SQL and DBMS (Oracle/ Greenplum) – 5 years
  • Experience working with users to analyze requirements and design appropriate Business Objects reports – 6 years
  • Designing solutions, maintain existing Business Objects universes and manages modifications as required – 5 years
  • Strong knowledge in debugging and designing complex reports, dashboards requiring multiple parameters, summarizing data with crosstabs, and related report functions – 5 years
  • Perform Business Objects Administration tasks including installation, configuration, upgrades and maintenance – 5 years
  • Develop and conduct unit testing – 5 years
  • Strong experience with documenting the design in a System Design Description (SDD) document, record traceability to requirements in the Requirements Traceability Matrix (RTM), and conduct a logical Design review at the conclusion of Preliminary Design in IRS ACA environment – 5 years
  • Importing/Exporting data to internal and external IT systems – 3 years
  • Prepare or revises application, user, operator and training documentation – 3 years
  • Demonstrated experience in design and development of analytics using Tableau. Knowledge of other advanced data visualization tools is a plus.- 5 years
  • Should be able to proficiently work on Tableau Desktop (dashboard creation, report authoring and troubleshooting, data source management). – 3 years
  • Strong knowledge in analyzing complex data from multiple sources – 5 years
  • Good understanding of Greenplum, Relational Databases ,Relational Data model, SQL and concepts of implementing Data Level security in RDBMS – 5 years
  • Demonstrated experience in working with large volume of data and do extensive analysis – 5 years
  • Importing/Exporting data to internal and external IT systems – 3 years
  • Prepare or revises application, user, operator and training documentation – 3 years
  • Active IRS Medium Risk MBI clearance

Preferred skills:

  • IRS system and data knowledge experience
  • Healthcare system experience


Please note:

  • Current Active IRS Minimum Background Investigation MBI clearance required.
  • Permanent Resident or U.S. Citizenship required for MBI.
  • An IRS Medium Risk MBI clearance is required on Day 1 to start.
  • A current active IRS MBI is preferred.
