Job Description Summary WD USA:
The Director – Software Engineering is a key leadership role within the Solution Delivery Department of the office of the CIO. This Director will lead and collaborate with technology and business partners across a portfolio of projects to scale existing and new products to new lines of business while also advancing our digital agenda to ensure alignment with meeting organizational strategic and operational goals

Essential Duties and Responsibilities:
  • Understand database design and schemas.
  • Understand the requirements of various packages.
  • Develop complex backend codes using PL/SQL.
  • Perform unit testing.
  • Follow configuration management processes.
  • Create and maintain documentation, e.g. standard operations procedure and technical specifications.
  • Provide on-call support and respond to incidents, e.g. service outages, response time issues, database restores, etc.
  • Understand and adhere to company policies and procedures, e.g. change control, security, and SOX compliance.
  • Establish effective working relationships with team, peers and management through contributions provided in team settings, working groups, and committees.

Additional Job Duties/Responsibilities
  • Understand technical architecture including application code and database design and schema for US Services Systems specifically solutions implemented for Human Services line of business
  • Oversee the full Systems Development Lifecycle (SDLC) and implementation of technical activities to ensure successful project planning and execution of technical solutions to align with business objectives.
  • Assist in technical project management functions to including work breakdown and cost estimation, scheduling, monitoring and tracking of technical progress against the defined timetables and budgets, and staff assignment and development.
  • Lead and direct the successful delivery of application development, systems integration, and product installation/customization services while ensuring that assigned projects adhere to the approved life cycle work patterns, standards, and procedures for solution delivery.
  • Analyzes business needs presented by the user community and/or clients and recommends optimal technical solutions.
  • Ensures the consistency and maintainability of existing applications by creating, maintaining, and enforcing configuration management standards and procedures for implementing technical solutions.
  • Works with the CCoE office and other technical teams such as architecture, Application and IT operations for optimal installation, deployment and support of custom solutions, including establish and maintain backup, continuity and archival plans
  • Oversees system performance monitoring, resource utilization reviews, and system tuning.
  • Directs operations in executing production tasks according to a documented schedule that meets or exceeds contractual SLAs.
  • Directs and prioritizes the work load of subordinate managers and staff
  • Works closely with the State, System Architect, Privacy Officer and Security Officer to develop and implement IT policies and procedures, including those security, privacy and disaster recovery that are compliant with contractual SLAs and HIPAA standards.
  • Ensures the creation and maintenance of written documentation of products in scope, including system and user manuals, license agreements, and documentation of modifications and upgrades.
  • Manages IT staff, including hiring, evaluation, guidance, discipline and discharge.
  • Develops performance goals and objectives for the project and staff, and monitors the achievement of those goals.
  • Provide reports to executives and/or other stakeholders on team performance.
  • Continuously evaluate processes and procedures in order to improve the overall quality and efficiency of operations.
  • Build and lead a high performance team that thrives in an agile development and DevOps environment.
  • Foster an environment of experimentation and continual improvement through regular iterations, technical debt reduction and an architectural roadmap.
  • Stay in sync with multiple development and product teams routinely reviewing specs and roadmaps to assure development cycles stay on time and are of the highest quality.
  • Oversee a highly-engaged geographically distributed team of employees and contingent staff.
  • Manage a combined project and platform portfolio serving projects from across the MAXIMUS business units.
  • Closely collaborate with technology and business partners across the firm to scale existing products to new lines of business while also advancing our digital agenda through automation and straight through processing.
  • Utilize best in class technology solutions to develop compelling features Clients will love that also advance strategic agendas, like ongoing application modernization, retirement of legacy platforms, cross-enterprise scaling, cloud migration, and move towards DevOps.

Required Skills and Experience:
  • Minimum 10 years of experience, with five (5) to eight (8) years of senior Information Systems team management experience,
  • Experience in SDLC, Development methodologies – Waterfall, Agile, HIPAA privacy and security standards, Oracle/Sql Server Databases, .NET development framework, Weblogic/IIS server, reporting and related products in the Government and Health Industry.
  • Experience in Cloud Services & Technologies specifically AWS
  • Directs and controls the activities of a broad functional area through several department managers within the company.
  • Has overall control of planning, staffing, budgeting, managing expense priorities, and recommending and implementing changes to methods.
  • Works on complex issues where analysis of situations or data requires an in-depth knowledge of the company.
  • Participates in corporate development of methods, techniques and evaluation criteria for projects, programs, and people.
  • Ensures budgets and schedules meet corporate requirements.
  • Regularly interacts with executives and/or major customers.
  • Interactions frequently involve special skills, such as negotiating with customers or management or attempting to influence senior level leaders regarding matters of significance to the organization.
  • Reports to Senior Director or VP level.

Preferred Skills and Experience
  • Experience with Medicaid/Medi-Cal or other government programs in the Health Care delivery arena

Education/Requirements:
  • Bachelor’s Degree in Computer Science or related with 10-12 years of relevant experience

Physical Requirements:
  • Ability to sit for up to 80% of time
  • Ability to lift or carry objects up to 10 lbs.
  • Frequent use of computer, telephone, and office equipment (copier, fax, scanner)

  • M-F, 8am – 5pm
